Add mustard seeds, cumin seeds urad dal, chana dal and let them splutter for a minute.Add green chilli, chopped onion and sauté for 2-3 minutes until onions turn translucent.Add turmeric powder and salt and then add tomatoes and peas.Sauté for 2-3 minutes and add 2 cups of water and bring to a boil.Add oats and let it cook for 5-7 minutes.
